The Alberta Energy Regulator (AER) will hold a prehearing meeting for Oil Sands Conservation Act application 1820856, Water Act applications 00263298-005 and 00363203-001, Environmental Protection and Enhancement Act application 00000026-034, and Public Lands Act applications MSL0352, MSL170423, and MSL170430 at Govier Hall, 3rd floor, 250 – 5th Street SW, Calgary, Alberta, on September 12, 2018, starting at 9:00 a.m.

The AER issued a notice of hearing on May 25, 2018, announcing a public hearing on the applications.

What is the purpose of the meeting?

The purpose of the prehearing meeting is to obtain the parties’ views on the issues to be addressed at the hearing and procedural matters.

The meeting will not discuss evidence or argument on the merits of the applications or statements of concern.

Description of the Project

Syncrude Canada Ltd. proposes to develop the Mildred Lake Extension project (MLX project). It consists of two additional open pit mine areas in and beside the existing Mildred Lake site. The MLX project will be about 35 kilometres (km) north of Fort McMurray on oil sands leases 17 and 22 in Townships 93 and 94, Ranges 10 through 12, West of the 4th Meridian, in the Regional Municipality of Wood Buffalo. The nearest urban centre is the hamlet of Fort McKay about 15 km north of the project area.

How can I take part in the meeting?

If you are a hearing participant, you can make an oral presentation at the prehearing meeting. A written submission directed to items on the agenda is required from all hearing participants. To file a written submission, send one copy to the hearing coordinator and one copy to Syncrude Canada Ltd. by September 5, 2018.

The meeting is open to the public to observe. The meeting will also be webcast at www.meetview.com/aer. This webcast will be available only when the meeting is in progress and is not an official record of the proceeding.

Is this a public process?

Yes. Section 49 of the Alberta Energy Regulator Rules of Practice (Rules of Practice) requires that all documents and information filed in a proceeding be placed on the public record. If you file a submission, you must not include any personal information that you do not want on or are not authorized to put on the public record. Section 49(2) of the Rules of Practice states how to apply to the AER for an order to keep information confidential.
